C-11 UNDER THE INTERNATIONAL MOBILITY PROGRAM 

ABOUT THE C-11

The C-11  Program is an LMIA exempt Work permit potentially allowing you to qualify for Canadian Permanent Residency. This Program is for Business immigrants who are interested in investing in Canada by establishing their own business or buying an existing business.

Eligibility Requirements

  • Have completed at least a High School degree.
  • Have at least an intermediate Language level in French or English (at least 5 on a scale of 10).
  • Start your own business or be a majority shareholder of an eligible Canadian business;
  • You will have to create a viable business and gradually invest in it.
  • Have a particular business background or skills that will boost the business’ viability in Canada;
  • Shows that you have taken clear steps to launch your business in Canada, for example:
    1. i) show the financial ability to launch the business and pay expenditures;
    2. ii) rent a space and have a staffing plan. 
    3. iii) obtain a Canadian business number.
    4. iv) show signed ownership documents or agreements.
  • Demonstrate that your business will generate significant economic benefits for Canadians. Indicators of “significant benefit” include:
      1. i) General economic stimulus, such as job creation, development in a regional or remote setting or expansion of export markets for Canadian products and services.
      2. ii) Advancement of the Canadian industry, such as technological development, product or service innovation or differentiation or opportunities for improving the skills of Canadians.

C-11 and the Express Entry

Applicants who obtain a work permit under the C-11 are potentially eligible to receive up to 250 additional points towards their Federal Comprehensive Ranking System (CRS) score. That's a lot of points!

These extra points may place them at the top of the pool of candidates for Express Entry and maximize the possibility for the candidate to receive an "Invitation to apply" for Canadian permanent residence within the Canadian Experience Class of the Express Entry stream.

This makes the C-11 Work Permit a highly attractive option for business people.

A Canadian Permanent Residency application under the Express Entry can be filed after 12 months of business operation in Canada
